Nagarro signed a contract with the Texas Department of Information Resources (DIR) to offer innovative, deliverables-based IT solutions (DBITS) to DIR customers.

Overview

DBITS: Deliverables-Based IT Services Contract DIR-CPO-4991

Nagarro offers deliverables-based information technology services (DBITS) through its contract with DIR under its DIR Cooperative Contracts, specifically: IT Assessments, Planning, Independent Verification and Validation (IV&V), and Market Research, Procurement Advisory, and Contract Implementation Services. This contract is for services only. No hardware or software products may be sold through DBITS contracts. Contracts may be used by state and local government, public education, other public entities in Texas, as well as public entities outside the state. Resellers are not available for this DBITS contract. For more information on the DIR program, please visit the DIR Cooperative Contracts program website.

This contract vehicle benefits the organizations by eliminating the request-for-proposal (RFP) process and accelerating service delivery against immediate agency needs. According to the DIR Cooperative Contracts Program, contracts can be used by state and local governments, public education entities, other public entities in Texas, and public entities outside the state.

About the Contract

Below are the service offerings included in the new DBITS Contract DIR-CPO-4991:

IT Assessments, Planning

IT Assessments and Planning may include IT effectiveness, maturity, governance, project management and architecture. Strategic planning activities may include mission statement development, visioning and goals, objectives and strategy development. Tactical planning may require that actionable plans and roadmaps be provided.

Examples include IT assessments including enterprise architecture and cloud assessments, staff knowledge, skills and abilities (KSAs) assessments, cyber security assessments, network performance, and strategic and tactical planning.

Independent Verification and Validation (IV&V)

Definition: Verification and Validation are independent procedures that are used together for in-depth analysis by checking that a product, service, or system meets requirements, independent oversight of SDLC processes and specifications and that it fulfills its intended purpose.

Examples of included services: Validation of software design to meet system needs/requirements, traceability of safety-critical requirements, design analysis of selected critical algorithms and code analysis of mission-critical software components, and the independent oversight and assessment of systems development life cycle (SDLC) processes (such as issue and risk management, requirements analysis, testing, data conversion, etc.).

Information Technology Procurement Assistance

Information Technology Procurement Assistance services may include assistance in IT Statement of Work (SOW) and/or Request for Offer (RFO) development. Procurement assistance activities may include requirements gathering, scoring criteria development, and evaluation criteria development.

Examples include specification development, Statement of Work (SOW) development, and RFO development for IT products and services.

Market Research and Contract Implementation Services

Market research, procurement advisory, and contract implementation services activities may include requirements gathering, facilitation activities, scoring criteria development, evaluation criteria development, negotiation guidance and assistance, and contract transition assistance.

DIR Ordering Process and Placing Orders

Step 1.  Customers must complete a Statement of Work (SOW) that must be in the form contained in Appendix C.

Step 2. Use the Statement of Work template above and include the minimum suggested items such as:

• Scope of work
• Requirements
• Compliance Requirements
  • Accessibility Requirements
  • Security Requirements
  • Privacy Requirements
• Reporting Deliverables
• Pricing

Step 3. State agency customers (not including institutions of higher education) must follow the purchasing thresholds specified in Senate Bill 20 and submit SOWs to DIR for review and approval both at the draft and final submission phases. Step 4. Vendors provide a written response.

Step 5. Customers should negotiate pricing of deliverables directly with vendor.

Step 6. Customers and vendors may work together to improve the SOW.

Step 7. Customers may negotiate the terms and conditions of a SOW to suit their business needs, as long as the SOW terms and conditions do not conflict with or weaken the terms of the contract.

Step 8. The resulting Purchase Orders/Contracts must reference the DIR contract number DIR-CPO-4991.
